DJID Certification for GSM Devices in Indonesia

DJID Certification for GSM Devices in Indonesia

1. What is GSM Certification in Indonesia?

GSM (Global System for Mobile Communications) devices such as phones, modems, or M2M modules are mandatorily certified before being marketed in Indonesia. This certification is regulated by SDPPI  or now replaced by DJID (Directorate General of Digital Infrastructure) under the Ministry of Communication and Digital Affairs (Komdigi).

This certification ensures that GSM devices meet technical and security standards and do not interfere with the national telecommunications network. This is regulated by Regulation of the Director General of Resources and Equipment for Post and Information Technology No. 5 of 2019 concerning Optimization of Radio Frequency Spectrum Use. This regulation aims to enhance the value and benefits of radio frequency spectrum by optimizing its use, whether through government initiatives or proposals from license holders.

2. Why is This Certification Important?

Mandatory GSM certification serves to:

  • Ensure legal compliance with Indonesian regulations.

  • Guarantee network safety and compatibility.

  • Protect consumers from uncertified or substandard devices.

  • Promote a healthy and orderly telecom ecosystem.

Without SDPPI/DJID certification, devices cannot be legally imported or distributed and may be seized by customs.

3. GSM Certification Flow with SDPPI / DJID

The general GSM certification process involves:

  1. Online application to SDPPI/DJID portal.

  2. Product testing in accredited labs (either in Indonesia or accepted foreign labs).

  3. Evaluation of technical documents, including datasheet, user manual, and RF specs.

  4. Issuance of SDPPI/DJID Certificate if all requirements are met.

4. Required Documents & Technical Specs

Prepare the following:

  • Product datasheet

  • User manual

  • RF block diagram

  • Letter of Authorization (if applicable)

  • Sample unit (for lab testing)

Key technical specifications include:

  • GSM frequency bands (900/1800 MHz)

  • Transmit power

  • Spurious emissions

  • Network interoperability
