Notification Update: New Technical Standards for Amateur Radio Transceivers

The Indonesian Ministry of Communication and Digital (KOMDIGI) has officially issued Ministerial Decree (Kepmen) No. 44 of 2025 on the Technical Standards for Amateur Radio Transceivers. This regulation was enacted on 18 February 2025 and will officially take effect on 18 August 2025, replacing the outdated standards established in Dirjen Decree No. 80/DIRJEN/1999.

This update is part of Indonesia’s ongoing effort to align national telecommunication device standards with international safety, frequency management, and electromagnetic compatibility (EMC) regulations.

📡 Scope of the Regulation

The regulation applies to all amateur radio transceivers used in Indonesia, including:

  • HF (High Frequency) transceivers

  • VHF (Very High Frequency) transceivers

  • UHF (Ultra High Frequency) transceivers

  • SHF (Super High Frequency) devices

Any device that can transmit and receive radio signals within these ranges must comply with the technical requirements set by KOMDIGI before being imported, marketed, or used in Indonesia.

🔑 Key Technical Requirements

  1. Electrical Safety

    • Devices must comply with IEC 60950-1 or IEC 62368-1 standards.

    • Safety testing includes protection against electric shock, leakage currents, and overheating.

  2. Electromagnetic Compatibility (EMC)

    • Amateur radios must comply with CISPR 32 or ETSI EN 301 489 standards.

    • Prevents harmful interference with other communication systems.

  3. Frequency Allocation and Power Limits

    • Devices are restricted to frequency bands allocated under TASFRI (Indonesia’s National Frequency Allocation Table).

    • Output power is capped between 0.5W and 200W, depending on the device category.

    • Example: handheld radios limited to lower power output, while base stations can reach up to 200W.

  4. Spurious Emissions

    • Transmitters must meet attenuation requirements of at least:

      • 43 + 10 log (P) dB, or

      • 50/70 dBc (depending on conditions).

    • This minimizes interference with nearby frequencies.

  5. Testing Methods

    • Must follow internationally recognized standards (SNI, IEC, ETSI).

    • Ensures consistency and global compliance.

⚠️ Exemptions

Certain devices are exempt from mandatory compliance, particularly those used for non-commercial purposes, such as:

  • Research and development (R&D)

  • Disaster relief operations

  • Technology trials and pilot projects

This allows flexibility for institutions or organizations working on innovation and emergency responses.

📅 Transition and Test Report Validity

  • Test reports issued before 18 August 2025 (under the previous regulation) can still be used for SDPPI/DJID certification as long as they do not conflict with the new standards.

  • After the enforcement date, all new certifications must comply with Kepmen Komdig No. 44/2025.

For importers, manufacturers, and distributors of amateur radio devices:

  • Compliance with this regulation is mandatory for obtaining DJID/SDPPI certification.

  • Devices that fail to comply will not receive approval for sale or use in Indonesia.
